Ok, First off I want to see firesafety or something as a researchable, it could reduce chances of fire by like 10% or something.
Second, I dont think you should be able to build your townhall within a decent distance of one that you dont control. Its really annoying to have some kid come and invade the space that you staked out first.

What he means is that townhalls should be built in a limit of another townhall (except the first) in order to limit n00bs stealing your territory.

'if (townhall1) built within (2000?) units of (townhall2), then destroy (townhall1) and give (owner of townhall1) (cost of townhall... forget what it is now, but its probably changed)
i agree, this would be a good thing for those of us who want to reserve a larger area. the problem i see:: what if that noob gets there first? then you may never be able to get that spot, since they most likely will not blow it up and move for you, no matter how much you complain. this also conflicts with the idea of building together. it would have to be a host-set option, and maybe even have a restriction where allied players are not affected by it.

Squad told me this is a good way to survive on gods; be with 2 empires, let one spec on workers, the other one on army/defense. build NEAR EACHOTHER so you will only need one defense. in other words: there wont be a min. req distance between empires

'if (townhall1) built within (2000?) units of (townhall2), then destroy (townhall1) and give (owner of townhall1) (cost of townhall... forget what it is now, but its probably changed) My theory was "If (townhall1) is NOT built within (3000?) units of (townhall2), then destroy (townhall2) and give (owner of townhalls) (cost of townhall)" I wanted to make it harder to expand very far.

make it so allies are the only ones that can build close to each other... you can have the trigger check if the players are allied first or something like that.

I agree with blindfate, put a button in the town hall menu thing and have it do something like, when pressed remove all townhalls that do not belong to triggering player. Something like that, then its optional.
