Common Knowledge: Empires through the ages upgrade and make their buildings, armies, and tech better. One of the unnoticed things is the common road, by upgrading roads empires were able to transport goods, move armies, and travel faster. People were also able to communicate and share more ideas and beliefs faster. Thats the end of the Common Knowledge.
So how about upgradeable roads. start with normal dirt roads. upgrade to stone, or whatever other roads are better. The upgraded roads give better move speed (and other effects? {pop happy?, for spread of beliefs?}) and certain buildings cant be built without being near upgraded road or houses cant upgrade without being near upgraded road. just my 2 cents.
